<p>According to the California Bicycle Coalition, the number one cause of fatal adult bicycle accidents in the U.S. involves motorists who pass cyclists from behind. In an effort to cut down on fatal bicycle accidents, California lawmakers are pushing for the approval of a new bill which would require drivers to give cyclists more room on the roads.<span id="more-360"></span></p>
<p>The bill, proposed by state Sen. Al Lowenthal, D-Long Beach, would drivers to give bicyclists a minimum of three feet of room when passing in the same lane. The state law currently only requires drivers to pass at a "safe distance", which has been criticized as insufficient to protect bicyclists from accidents. The bill passed unanimously in the Senate Transportation and Housing Committee in April and is expected to go to the Senate floor for a vote next week. Governor Jerry Brown has said that if the bill passes through the Senate, he will sign it into law.</p>
<p>A similar bill was vetoed last year over concerns that the bill's language could potentially result in traffic jams or cause rear-end collisions. That bill also required the three-foot passing distance but specified that drivers must reduce speed to 15 mph when it was not possible to do so. Caltrans, the California Highway Patrol and AAA also took issue with the vetoed bill's wording.</p>
<p>The current bill does not include that wording. Reportedly, there has been no opposition raised to the new bill. The proposed legislation has many supporters, including AAA, the California Bicycle Coalition, the Sierra Club, Los Angeles Mayor Antonio Villaraigoso and 600 more bicycle safety advocates.</p>
<p>News that the bill is likely to pass comes as Bicycle Safety Month kicks off nationwide. The California Office of Traffic Safety (OTS) is calling on motorists and cyclists to ride safely throughout the month of May and year-round. The OTS is emphasizing awareness and safe riding and driving practices when hitting the roads. While fatal bicycle accidents in California have remained static for the last few years, injuries stemming from bicycle accidents have increased 4.6 percent. This is believed to be attributed at least in part the increasing number of Californians who are choosing bicycles instead of motor vehicles as their primary mode of transportation.</p>
<p>While the proposed safe passing law may generate an increased sense of safety among California bicyclists, enforcing the law will be a primary concern for the CHP. <p>The California Office of Traffic Safety is reminding motorists and cyclists to use caution and stay alert as part of their campaign to raise awareness about accident prevention during National Bicycle Safety Month.<span id="more-354"></span></p>
<p>While bicycle accident deaths in California have not seen an increase in the last two years, the number of injuries reported by cyclists who are involved in an accident has risen 4.6 percent. Among children aged 15, both deaths and injuries have steadily declined, which may be attributed to California's mandatory helmet law for riders under the age of 18. This is encouraging news, especially considering that bicycles are associated with a higher number of childhood injuries than any other type of consumer product, excluding cars. On average, fatal bicycle accidents involving children increase by as much as 45% during the summer months.</p>
<p>During Bike Safety Month, the Office of Traffic Safety works together with other state departments, local agencies and bicycle safety advocacy gropus to develop a campaign to help promote bicycle safety and awareness among cyclists and motorists. As part of their efforts to encourage bicycle safety, the OTS offers the following tips to help riders and drivers avoid an accident while traveling California roadways.</p>
<p><strong>Observing Helmet Safety Rules</strong></p>
<ul>
<li>While adults over the age of 18 are not required to wear a bicycle helmet in California, the OTS encourages parents to set a good example for their children by wearing a DOT-approved helmet when bicycling.</li>
<li>When choosing a helmet for your child, it's important to find one that fits and that meets approved safety standards. The helmet should sit level on top of the head and not rock side to side or front to back. The straps should buckle and fit snugly but not too tightly.</li>
</ul>
<p><strong>Choosing the Right Bicycle<br />
</strong></p>
<ul>
<li>When selecting a bicycle for yourself or your child, it's important to ensure that the bicycle fits your frame and is appropriate for the type of riding you plan to do.</li>
<li>When choosing a bike for your child, you need to make sure that you get one that fits the size they are now, not one that they can "grow into". The child's feet should be able to touch the ground when sitting on the bike.</li>
<li>You should also check to make sure that the bike is in good working order, that reflectors are present and intact and that the brakes, tires and chain don't show signs of wear that could lead to a problem.</li>
</ul>
<p><strong>Riding Safety Tips</strong></p>
<ul>
<li>Adult riders need to be aware of what the laws of traffic are and how to follow them. It's important that you stay alert, be aware of your surroundings and make yourself as visible as possible to other drivers.</li>
<li>Don't wear headphones while riding and avoid bicycling while under the influence of drugs or alcohol.</li>

<p><strong>Teaching Kids Bicycle Safety</strong></p>
<p>While bike riding can be a good way to get exercise and a fun activity for the whole family, it's not without its potential dangers. Motorists who drive while distracted, drive recklessly or drive while under the influence are frequently the cause of bicycle accidents resulting in serious injury or even death. Before you allow your child to navigate the neighborhood streets, it's important that you talk to them about bicycle safety and what they can do to avoid an accident.</p>
<p><strong>Tip #1: Avoid riding in or near traffic. </strong>You should advise kids to stay away from busy streets and to ride on the bike path or sidewalk if the only alternative is riding in the street.</p>
<p><strong>Tip #2: Ride cautiously. </strong>It's important that kids understand the importance of riding in a cautious manner. This means always riding in a straight line and using hand signals to indicate their intentions to motorists.</p>
<p><strong>Tip #3: Be visible. </strong>Making sure your child is visible to oncoming motorists can reduce the possibility of them being involved in an accident. Have them wear brightly colored clothing and outfit their bicycle with reflective stickers. Do not allow children to ride at night unattended. If you're riding with your kids at night, make sure that all of your bikes are equipped with a working headlight and reflectors.</p>
<p><strong>Tip #4: Stay alert. </strong>You should also teach kids to avoid distractions while riding. Don't allow them to wear headphones or talk on a cellphone while riding their bicycle.</p>

<p>Public Bikes, Inc. has issued a voluntary recall of approximately 4,100 bicycles over concerns that a defect in the pedals may cause riders to fall and become injured.<span id="more-335"></span></p>
<p>The U.S. Consumer Product Safety Commission announced the recall last week of approximately 18 different models manufactured by Public Bikes, Inc. of San Francisco. the recall was issued due to concerns that the pedals may crack or break, potentially creating a fall hazard. Public Bikes has reportedly received 24 reports of cracked or broken pedals but no injuries have been reported at this time.</p>
<p>The recall was issued for men's and women's models manufactured between 2010 and 2012. The bicycles are various colors and sizes and the recalled models have "Public" or "Publicbikes.com" printed on either the bicycle chain guard or the rear fender. The recalled bicycles also have a metal badge at the top of the down tube with a serial number stamped on it. The recalled badge numbers are 1-5843, 5845, 12560, 20743 and 20757. The "Apple" model is also included but does not have a badge. The recall includes all models whose pedals feature the word "Wellgo" embossed on both the top and the bottom.</p>
<p>The recalled bicycles were manufactured in Taiwan and sold at Public Bikes &amp; Gear in San Francisco and other Public Bikes dealers in 16 states nationwide as well as on the company's website, publicbikes.com. The models in question range in price from $500 to $1250.</p>
<p>Consumers who believe they may have purchased one of the models included in the recall are urged to stop riding the bicycle and contact Public Bikes or an authorized Public Bikes dealer to get replacement pedals. The recalled pedals feature a black spindle while the replacement pedals have a chrome spindle. Consumers who have questions about the recall can also contact Public Bikes toll-free at (855) 840-1400 between 9 a.m. and 4 p.m. PT Monday through Friday or visit www.publicbikes.com.</p>
